The only country that all MLB teams have an academy, AND a summer league is in the Dominican Republic. The Dominican Republic has a very progressive nutraceutical and biogenic policy, ie., PEDs ie., Human Growth Hormones are accessible there, and not as stigmatized as in US.
These teen ball players live in a MLB dormitory, learn in a MLB classroom, work out in a MLB gym, play and practice on a MLB field.
If I was a paid reporter, I would tell my editor in chief to give me a ticket to Boca Chica, Dominican Republic. I would hound the city for any source of biogenics, which there are many. I would interview every personal trainer, nutritionist I could.
The Dominican Republic is a developing country, a poor country. One USD equals 40 Peso there. If I was one of these kids, I would do whatever it took to get into one of the 30 MLB academies. The reward is so very great to these kids, due to a lack of other opportunities. If they get into an academy, they receive a good education and make contacts. If they make it past the academy, to them, they get an astronomical paycheck, even if it’s just a minor league contract, or the majors minimum. With there signing bonus, they can feed there family and more, forever. #$%! yeah, many of these kids would take the gamble, the proof is just coming out. It’s that, or bus your table when you go ‘vaca’ at one of their resort hotels.
If I was in these young players shoes, my loyalty would be with my family, not MLB, not laws of the USA.
To fix this problem, we need more intuitive reporters on the case that can better deduce what is kind of right under there nose. Once, some more facts are uncovered, all heads will be turning to Bud Selig. Because the buck stops with him and he was not aware enough, or strong enough to stop all this cheating.
